Seafood Advisory Committee,

CFIA - Fish, Seafood and Production Division (FSPD) is in the process of developing Canadian comments on a number of draft standards and Codes that will be discussed at the upcoming Codex Committee on Fish and Fishery Products (CCFFP) (28 February to 4 March, 2005). While the provisional agenda for the meeting is not yet available, we anticipate that the standards/codes identified in the list below will be discussed. In this list of standards/codes, their status and a brief description of the background and issues are included. Where working documents are available, they are attached in this message. We will continue to monitor the availability of the CCFFP provisional agenda and advise of significant developments.

Please take the time to review this list and circulate as necessary. If there are specific standards and documents that of interest to you, please let me know. In the meantime, if you have any comments on the attached documents, please submit them to my attention before January 3, 2005 so that we can consider them in developing the Canadian position. We will circulate the draft Canadian positions early in 2005 for final comments.

09/29/04 An informed compliance notice for truckers will be distributed beginning October 1, 2004 and effective Nov 15, 2004. CBP officers will present this notice to truckers when found out of compliance with the new U.S. advance electronic cargo information regulations (19 CFR 123.92).

The Canada Border Services Agency (CBSA) has been working to develop regulations to implement Customs Controlled Area (CCA) legislation. Attached, for your review, you will find a cover letter, CCA legislation and regulations, and the Designation Instrument. Please note that the regulations and designation instrument are draft documents and should be reviewed in that context.

09/15/04 On April 3, 2004, the Ministers of the Environment and Health published the Follow-up Report on Five PSL1 Substances for Which There Was Insufficient Information to Conclude Whether the Substances Constitute a Danger to the Environment. The report concludes that both tetrachlorobenzenes and pentachlorobenzene are toxic to the environment because they are entering the environment in a quantity or concentration or under conditions that have or may have an immediate or long-term harmful effect on the environment or its biological diversity.

Environment Canada will soon be consulting on the proposed risk management strategy for tetrachlorobenzenes and pentachlorobenzene. Environment Canada would like to provide stakeholders in affected sectors with documentation and a formal opportunity to consult on the management strategy being proposed by Environment Canada. If you wish to participate or to be informed on the development of the risk management instruments for tetrachlorobenzenes and pentachlorobenzene, please fill out the reply form on our and return it to Environment Canada as soon as possible.
